THE OBLIGATORY USE OF THE OFFICIAL ILOKANO TRANSLATION OF THE RITE OF BAPTISM IN THE DIOCESE OF BAGUIO.
To beloved Parish Priests, Parochial Vicars, and Guest Priests in the Diocese of Baguio:

By way of introduction:
It has been my observation that the Ilokano Rite of Baptism used in the different parishes of our diocese varies in form and translation.
This situation caught my attention since my predecessor Most Rev. Ernesto A. Salgado, D.D. and the Regional Liturgical Commission made a translated Rite of Baptism in Ilokano which was approved by the Northern Luzon Bishops and confirmed by the Congregatio de Culto Divino et Disciplina Sacramentorum. This rite serves as the official rite of the Sacrament of Baptism in the Dioceses within Northern Luzon.
And be noted further that:
a. Canon 375ṩ 2 – By their episcopal consecration, Bishops receive, together with the office of sanctifying, the offices also of teaching and of ruling, which however, by their nature, can be exercised only in hierarchical communion with the head of the College and its members. (emphasis supplied)
b. Canon 391ṩ 1- The Diocesan Bishop governs the particular Church entrusted to him with legislative, executive and judicial power, in accordance with the law. (emphasis supplied)
Decree:
Ergo, invoking the executive power that I received upon my episcopal consecration as provided by Canon 375ṩ 2 and Canon 391ṩ 1 of The Code of Canon Law, I hereby order the use of “TI SAKRAMENTO TI BUNIAG- Official Ilokano Rite” in the Diocese of Baguio. Copies of the said rite are available at the Information Office, Diocesan Curia, Bishop House, Baguio City.
Effectivity:
This circular letter takes effect immediately upon receipt of the same.

THE OBLIGATORY USE OF THE NEW ENGLISH TRANSLATION OF THE ROMAN MISSAL IN THE DIOCESE OF BAGUIO
To our beloved Parish Priests, and Parochial Vicars, Superiors of Religious Communities, Heads of Schools and Offices and the People of God in the Diocese of Baguio:

A new set of guidelines for the translation of liturgical books which requires a word-for-word translation that is closer to the original Latin in context and syntax was issued by the Holy See in 2001. Thus, the 3rd typical edition of the Roman Missal was promulgated by the Holy See in 2002. In 2010, Pope Benedict XVI approved the new English translation produced by the International Committee on English in the Liturgy (ICEL) and the Holy See’s Vox Clara Commission. This New translation replaces the second edition in use since 1975.
Concurring with the order of the Holy See, the Catholic Bishops’ Conference of the Philippines (CBCP) voted for the implementation of this new translation for the whole Philippines in 2011. They voted that the use of the new English translation of the Roman Missal will start on the First Sunday of Advent of 2012 which falls on December 02 (CBCP, Episcopal Commission on Liturgy).
Thus, from December 2 of this year onwards, the said translation is to be used in the Diocese of Baguio in compliance with the directive of the Holy See and the Catholic Bishops’ Conference of the Philippines.
Anything to the contrary notwithstanding.

THE CELEBRATION OF THE YEAR OF FAITH IN THE DIFFERENT PARISHES AND RELIGIOUS COMMUNITIES IN THE DIOCESE OF BAGUIO
To our beloved Parish Priests, and Parochial Vicars, Superiors of Religious Communities, Heads of Schools and Offices and the People of God in the Diocese of Baguio:
Pax Christi!
In pursuit of the Church’s goal of evangelization, Pope Benedict XVI has set aside a special year for Catholics throughout the world to rediscover, and share with others, the precious gift of Faith entrusted to the Church and the personal gift of faith that we have each received from God the Father, God the Son, and God the Holy Spirit.
The Holy See decreed that the Catholic Church will observe the Year of Faith between October 11, 2012 and November 24, 2013. Pursuant to this decree, the Diocese of Baguio celebrated the opening of the Year of Faith on October 11, 2012.
Thus, the said occasion is formally opened and is to be celebrated in the Diocese of Baguio. Be reminded then to celebrate the Year of Faith in your own parishes or religious communities.
Anything to the contrary notwithstanding.
